J. Donald Hughes and the Perspective on Writing Academic Texts in Environmental History of Iran

Abstract
In recent decades, environmental history has emerged as an interdisciplinary branch within the humanities, aiming to move beyond classical, anthropocentric historiography by recognizing nature as an active agent in historical processes. Globally, J. Donald Hughes has played a pivotal role in consolidating and advancing this field through the development of innovative frameworks and integrative methodologies. In Iran, despite the growing significance of environmental issues, environmental history has yet to secure an independent position in higher education, and the lack of coherent academic resources remains a major limitation. This article, employing an analytical-critical approach, examines Hughes’ ideas and demonstrates that his three-tiered framework—including (1) the active role of nature in history, (2) the impact of human actions on the environment, and (3) the history of environmental thought—offers significant potential for developing university textbooks in Iran. The findings indicate that Hughes’ emphasis on interdisciplinary methodology, the integration of natural science data with historical sources, attention to long-term and global scales, alongside consideration of local knowledge, can serve as an effective model for adapting environmental history to the Iranian context. The results suggest that applying Hughes’ framework in academic texts could address existing educational gaps in Iran’s environmental history, facilitate historical analysis of contemporary environmental crises (e.g., water scarcity, soil erosion, desertification), strengthen the linkage between humanities and natural sciences in higher education, and cultivate researchers capable of approaching environmental policymaking from a historical and interdisciplinary perspective. Therefore, the development of academic resources in environmental history in Iran is not only an educational necessity but also a scientific and cultural imperative, which can be theoretically and practically informed by Hughes’ insights.

Introduction
Environmental history, as an interdisciplinary field, has gained significant traction in global academia over recent decades. By moving beyond classical anthropocentric historiography, it positions nature as an active agent in historical processes. Despite the growing importance of environmental issues in Iran, this field has not yet secured an independent position within the country’s higher education system. A major obstacle is the lack of coherent, indigenous academic textbooks and resources. Consequently, Iranian students and researchers often rely on foreign texts that, while theoretically rich, rarely address Iran’s specific historical, cultural, and ecological contexts. This paper argues that addressing this educational void requires a structured theoretical framework, one that can be derived from the work of a pioneering figure in global environmental history: J. Donald Hughes. Hughes, as a founding scholar, has developed a comprehensive approach that integrates history, ecology, philosophy, and cultural studies. His emphasis on three key levels—(1) the active role of nature in history, (2) the impact of human actions on the environment, and (3) the history of environmental ideas—offers a robust model. This study critically analyzes Hughes’s thought to demonstrate its applicability in authoring Persian-language academic texts on Iran’s environmental history. The central research question asks why and how Hughes’s conceptual framework should be used to compile such textbooks. The paper argues that utilizing Hughes’s framework is not merely an educational need but a strategic necessity for fostering a localized, historically grounded environmental discourse in Iran, bridging the humanities and natural sciences, and training researchers capable of analyzing contemporary ecological crises through a historical lens.

Research Methodology
This research is qualitative, analytical-critical, and documentary in nature. The primary data were collected through a systematic study and critical analysis of J. Donald Hughes’s major works, including his seminal books such as Ecology in Ancient Civilizations (1975), Pan’s Travail (1994), Environmental History of the World (2006a), What is Environmental History? (2016), as well as his numerous articles published between 1981 and 2018. In addition to Hughes’s original writings, the study incorporated secondary sources, including academic critiques, reviews, and scholarly discussions of Hughes’s methodology and theoretical contributions, notably those by Worster (1988), McNeill (2000), Warde (2001), and Cronon (1995). The data analysis method was based on “conceptual and comparative content analysis.” Key themes in Hughes’s work—such as the three-level structure of environmental history, the integration of scientific and historical methods, the emphasis on interdisciplinary education, attention to varied spatial and temporal scales, and the inclusion of indigenous knowledge—were extracted and systematically categorized. These themes were then critically examined for their potential adaptation to Iran’s specific historical and environmental context. The study also reviewed the current state of Iranian higher education to identify gaps in environmental history curricula, using comparative analysis to propose a syllabus structure modeled on Hughes’s framework.

Discussion
1. The Three-Level Framework as a Textbook Blueprint for Iran
One of Hughes’s most significant contributions is his tripartite definition of environmental history: (1) the impact of natural factors (climate, geography, ecosystems) on human societies; (2) the transformation of nature by human activities (agriculture, urbanization, industrialization) and their feedback effects; and (3) the history of human thought, perceptions, ideologies, and cultural attitudes toward the environment. This study demonstrates that this three-level structure provides an ideal organizing principle for an academic textbook on Iran’s environmental history. Existing Persian works, such as Development and Destruction (Rafati Panah Mehr Abadi, 2023), tend to focus narrowly on Pahlavi-era environmental policies, thereby neglecting the long-term interplay of natural agency and environmental ideas. A Hughes-inspired textbook would systematically cover all three levels across Iranian history: from the impact of droughts, earthquakes, and the Zayandeh Rud river on ancient civilizations (Level 1), to the environmental consequences of traditional qanat systems, deforestation, and modern dam projects (Level 2), and finally to representations of nature in Zoroastrian texts, Persian poetry, and Islamic jurisprudence (Level 3). Such a structure would prevent fragmented or short-sighted analyses and offer students a holistic, diachronic understanding.
2. Interdisciplinary Methodology and the Integration of Natural Sciences
Hughes strongly advocates for combining traditional historical sources (archives, chronicles) with scientific data from paleoclimatology, dendrochronology, sedimentology, soil science, and ecology. This paper argues that this interdisciplinary approach is essential for writing Iran’s environmental history, as many relevant environmental data are absent from written records. For example, reconstructing historical drought and famine cycles, such as the great famine of 1870–1872 under Naser al-Din Shah, would require integrating historical documents with tree-ring data and climate proxies. Similarly, understanding long-term soil erosion on the Iranian plateau necessitates collaboration between historians and geomorphologists. By adopting Hughes’s model, Iranian academic texts can train students to work across disciplines, bridging the gap between the humanities and natural sciences—a critical skill for addressing complex, multi-causal environmental crises.
3. Attention to Multiple Spatial and Temporal Scales
Hughes’s work consistently emphasizes the importance of long-term (millennial-scale) and global-comparative perspectives without losing sight of local specificities. For Iran, this means situating local environmental changes within broader climatic and civilizational patterns. A Hughesian textbook would not limit itself to the modern nation-state but would examine Iran’s environmental history in the context of West Asian and Central Asian ecological zones over centuries and millennia. However, the paper also acknowledges critiques of Hughes’s macro-scale approach (e.g., by Skrimshire, 2019; Brown & McCowan, 2018), which argue that an excessive focus on long-term trends may obscure short-term political decisions and rapid crises. To address this, the study suggests that any Iranian adaptation must balance global and long-term perspectives with fine-grained, locally specific analyses that capture indigenous knowledge and institutional nuances.
4. Inclusion of Indigenous and Local Knowledge
Hughes, particularly in his later work (Hughes, 2015), emphasizes the value of integrating local and indigenous ecological knowledge with scientific data. This is profoundly relevant to Iran, where traditional water management (qanats), land use practices, and vernacular environmental ethics constitute a rich but largely ignored heritage. An academic textbook based on Hughes’s ideas would include case studies of how Iranian communities historically adapted to environmental constraints and how indigenous perceptions of nature were codified in religious and literary sources.
5. Critiques and Challenges of Hughes’s Approach
The paper honestly assesses major scholarly critiques of Hughes. Some, like Cronon (1995) and Nash (2001), warn against “scientism”—an over-reliance on scientific data at the expense of cultural, social, and symbolic meanings. Others, like Johnson (2020) and Smith & Anderson (2017), point to practical difficulties in reconciling the temporal and conceptual scales of natural data (e.g., proxy data with inherent uncertainties) with historical narratives. The study concludes that while Hughes was aware of these issues and sought to address them by incorporating his third level (history of ideas), an Iranian adaptation must explicitly guard against purely quantitative or climatological determinism. The solution lies in a multi-layered narrative that combines climate proxies, administrative records, legal documents, and discourse analysis—exactly as Hughes’s three-level model permits when fully applied.

Conclusion
This paper has demonstrated that J. Donald Hughes’s theoretical and methodological framework holds significant potential for developing indigenous academic textbooks on the environmental history of Iran. Given the current lack of coherent educational resources in Iranian higher education for this field, adopting Hughes’s model is not an optional choice but a strategic necessity. His three-level structure (nature’s agency, human impact, environmental thought), combined with an interdisciplinary methodology that integrates scientific data and historical sources, offers a comprehensive blueprint. This approach would enable the creation of a structured university textbook covering topics such as the impact of climate on ancient Persian civilizations, the environmental consequences of agricultural and industrial policies, and the representation of nature in Persian-Islamic thought. Furthermore, implementing Hughes’s framework in Iran would help train a new generation of researchers and policymakers who understand contemporary crises—water scarcity, dust storms, soil erosion—not merely as technical problems but as historical and cultural processes. Ultimately, the paper concludes that venturing into environmental history through a Hughesian lens is an essential step toward bridging the humanities and natural sciences in Iran and establishing a critical, historically informed environmental discourse within the country’s academic system.
